ECI Assists With The Redevelopment of Legacy Claims Management System

 

Background

The Victims Compensation Program was spending millions maintaining their legacy mainframe-based claims processing system. In addition, limitations and technology-related issues affected the programs ability to efficiently process claims and pay bills.


Using a Microsoft .NET architecture and framework, the Victims Compensation Program dramatically reduced the cost of ownership and improved their overall products and services. The successful .NET award-winning system models best practices in software design, technologies, and integration.


The California Victims Compensation Program provides compensation and benefits to victims of violent crimes who suffer physical, mental, dental, or income loss. The crimes covered by the program, include domestic violence, child abuse, sexual and physical assault, homicide, robbery, and vehicular crimes.
Persons meeting program eligibility criteria are eligible for benefits and compensation for services not covered by other sources.

The program was spending millions maintaining their legacy mainframe-based claims processing system and staff were frequently losing documents and related claim artifacts.

 

Solution

The Victims Compensation Program procured the services of expert software development consultants to design and build the California Compensation and Restitution System (CaRES). The CaRES system is a web-based claims processing, reporting, and tracking system built using Microsoft .NET Servers and .NET programming tools, including ASP.NET, VB.NET, Team Foundation Server, and Microsoft SQL Server 2005 Enterprise Edition.


CaRES is a highly secure, distributed, enterprise web application implemented in 5 logical tiers, which makes extensive use of .NET 2.0 technologies, object-oriented principles, and design patterns. CaRES interfaces with the legacy mainframe claims processing system, document management system, and various output devices and subsystems.


Highlights
  • Wizard-Based – A custom wizard-based user interface collects and delivers application-related data to the users. The interface is easy-to-use, intuitive, and can be credited for the improved efficiencies and streamlining across all business processes.
  • Workflow – A custom workflow framework manages, routes, and delivers work items to the respective business processes. The framework supports work item aging, user-level settings, team-level settings, and an extensible first-in-first-out (FIFO) processing model.
  • Correspondence – A custom letter, form, and report publishing framework recommends and delivers program-related correspondence to selectable delivery devices, including printer, fax, email, and document management archival.
  • Rules Engine – A custom rules engine framework automatically pays bills based on complex claim eligibility, validation, and bill type specific payment rules. The service is the programs number #1 technical success and has improved payment times up to 92% statewide.
  • Validation – A custom validation framework supports the mission critical rules engine and system-wide validation processing. Validation rules are externally configurable and invoked during runtime for maximum extensibility.
  • Document Management – A custom document management repository stores all program claims, crime reports, bills, and related artifacts. The imaging and document management system have eliminated lost claims and provide users a rich document retrieval model.  

Benefits

The CaRES system saves the Victim Compensation Program $1.5 million annually in technology savings and has resulted in improved customer service through increased claim processing efficiencies and use of imaging and document management technologies. The instant access to claim records, crime report, bills, and related information has eliminated the lost claims issues.


Additional benefits and successes include:

  • Claim payments increased 12% to $66 million from $58.9 in prior fiscal year
  • Eligibility determination times decreased 14% due to streamlined processes
  • Claim inventory decreased by 18% due to intake automation improvements
  • Bill inventory decreased by 19% due to bill payment process automation
  • Bill payment times improved up to 92% due to AutoPay rules engine service

ECI Role

ECI’s team of consultants has been instrumental in the successful implementation and on-going support and maintenance of the CaRES system.  ECI’s responsibilities include:

  • Program module development using VB.NET 2.0, ASP.NET, and ADO.NET
  • SQL development, testing and tuning using SQL Server 2005
  • System interface and batch services development using VB.NET
  • Development and programming of the following CaRES system functionality for multiple modules:

    • Loss Request and Billing Module
